Funding
Although Taxpayers pay their full tax bill to Jackson County, the County does not retain 100% of those funds. Most tax revenues are distributed to other taxing jurisdictions within the County, with the largest share allocated to the local school districts. The Parks Department receives only about $.09 per $100 of assessed valuation.
Jackson County Parks + Rec is the Largest Parks and Recreation Department in the State of Missouri, managing more than 21,000 acres of parkland.
The Parks Department is funded by two primary sources: (1) a small portion of the taxes collected under the Jackson County Levy, and (2) user fees generated through its Enterprise Operation.
Unlike almost every other City Park’s Department within Jackson County, Jackson County Parks + Rec does not receive funding from a dedicated Parks Sales Tax.
Jackson County Parks + Rec is financed solely by two funding sources:
Park Fund
The Park Fund is supported by a property tax of $.09 on each $100 of assessed valuation, last approved by the qualified Jackson County voters in 1990---36 years ago. This funding is primarily used for the maintenance and upkeep of more than 21,000 acres of parkland, including park buildings, trails and related facilities, as well as the administration of our Park Safety and Ranger Enforcement Division.
In addition, the annual funding commitment of $3.5 million for the Jackson County Sports Complex (Kauffman and Arrowhead Stadiums) is paid directly from the Park Fund.
The current tax funding is not sufficient to maintain all park properties and facilities, while still providing the broad range of recreational amenities available to the public.
Enterprise Fund
The Enterprise Fund is used to account for operations that are financed and operated in a manner similar to a private business, much like other Park’s Departments. The intent is that all costs---including expenses and depreciation---associated with providing goods and services to the public on a ongoing basis, are covered through User Fees. Recreational amenities, facilities and programs are financed through this funding source. This includes, but not limited to, the Golf Course, Marinas Beaches, Campgrounds and similar revenue-generating operations.
The annual payment to the Army Corps of Engineers of $642,694 for the Little Blue River Flood Control Project, (which includes Longview and Blue Springs Lakes), is also financed from this Fund. This commitment continues through the year 2039.
The Parks + Rec Department maintains a Schedule of User Fees that is reviewed and approved annually by the Jackson County Legislature. Fees are adjusted, based on comparisons to similar operations within the region, ensuring they remain reasonable, competitive and consistent with Industry Standards.
